The Economic and Organised Crime Office (EOCO) has arrested Edwin Alfred Provencal — the former Chief Executive of Bulk Oil Storage and Transportation Company Limited (BOST) — at the Kotoka International Airport (KIA) on Monday, 10 November 2025.
According to media reports, Provencal was preparing to board a flight to Maputo when he was apprehended. Sources say his name had been placed on a travel stop‑list since 8 October 2025, though he reportedly was unaware of that restriction.
At this stage, the specific charges against him have not officially been disclosed by EOCO. However, his arrest is occurring amidst heightened scrutiny of the “gold‑for‑oil” initiative, into which BOST is reported to have been involved.
In a statement, former New Patriotic Party (NPP) General Secretary John Boadu urged that due process be followed in the case, reminding oversight bodies and the public that accountability must operate within the framework of the law.
BOST, Ghana’s state‑owned entity responsible for bulk petroleum storage and transportation infrastructure, has for years played a critical role in the country’s energy security and fuel supply chain. Problems within the sector in recent years — including price volatility, possible mismanagement and calls for reforms — have raised concerns from both civil society and watchdog institutions.
The timing and location of the arrest suggest EOCO acted based on intelligence indicating that Provencal was about to leave Ghana while an investigation may have been pending. Travel stop‑lists are often used in cases where suspects are under investigation for economic or organised crime.

Provencal is in EOCO custody.
